JOB SUMMARY:   

Develops, implements, leads and oversees activities related to Process Safety Management (PSM), Risk Reduction,  Incident Prevention, as well as regulatory compliance.  Works to ensure that policies, programs, procedures and tools are in place and effective to protect the health, safety of site personnel, neighboring communities and maintain compliance with applicable national, state and local laws. Directly manages site PSM Engineering resources globally.

Responsibilities

  1. Develops and implements global process safety management program, procedures, practices. Manage PSM audit processes and leading metrics to ensure the health of the program, verify compliance and drive continuous improvement.
  2. Critically reviews process safety risks and ensures adequate layers of protection, risk controls and effective mitigation are in place. Identifies and tracks needed actions to reduce risk at the corporate/site/scenario level. Ensures process safety activities are prioritized and targeted for risk reduction, release prevention and compliance.
  3. Tracks and responds to regulatory trends and initiatives related to process safety globally. Meets and consults with authorities on regulatory matters as needed to assure compliance with the applicable regulations and follows recognized and generally accepted good management practices.
  4. Identifies, communicates, and escalates process safety related risks internally. Articulates the basic process safety management regulatory requirements. Works with site personnel and Engineering to ensure Process Safety requirements have been incorporated into Engineering Standards, proposed projects and/or activities (Design with EHS in Mind).
  5. Ensures PSM related training is provided for personnel. Develop training programs, secure outside training as necessary, select/recommend sources for training and materials as needed. Conduct PSM related training as required. Ensure training is in place for effective Incident Investigation, PHAs/PHA Team Leaders and also for operating/maintenance/contract personnel.
  6. Directs the implementation, maintenance, and improvement the Process Safety Management program. Sets the global process safety strategy, metrics and drives continuous improvement to deliver real risk reduction, 100% compliance and zero PSM related incidents.
  7. Selects, hires, and effectively manages direct report resources. Trains and coaches for career development. Participates in the interview/selection process for resources.
  8. Develops and manages budgeted spend related to process safety and provides input to site level budget needs. Escalates the need for resources and projects related to process safety (unbudgeted or unanticipated) as required.
  9. Serves as Technical Expert for Process Safety, Hazard Analysis, Layers of Protection Analysis, Facility Siting, Incident Investigation and PSM Tools. Facilitates global teams, councils and forums. Attends external conferences and training to remain current on industry best practices, enforcement trends.
  10. Leads or participates in investigations related to significant process safety incidents/near miss events. Ensures PSM aspects are considered. Shares incident learnings across sites globally. Cascades corrective actions to prevent similar or future related incidents.

Qualifications

EDUCATION & EXPERIENCE MINIMUMS:

  • BS or MS degree in Chemical Engineering, Mechanical Engineering, Chemistry, or similar
  • 10+ years relevant work experience in Process Safety Management
  • 10+ years of experience in chemical/refining/pharma/nuclear or similar industry
  • PHA Trained Team Leader, PSM Auditor, LOPA

EDUCATION & EXPERIENCE PREFERRED:

  • Professional Engineering License, MS degree
  • Certified Safety Professional
  • Multi-site support, International experience
